Child care in arizona?

My girlfriend is going through a divorce and trying to get back on her feet with a job. She has a job lined up, but is looking for safe, reliable, subsidized child care to get her started. Is there anything out there that can help her? I'm from Canada, so I'm not too familiar with all of the services available. Any help would be appreciated.
