No-ball Umpiring Query?

If a batsman was to advance down the pitch at the bowler and the bowler was to see him coming and bowl a full toss above waist height is it a no-ball?? Additional information: The ball would have been higher than waist height had the batsman remained in their crease and in a normal batting stance.
