Do you think it's the governments roll to take care of the poor or the less fortunate?

Do you think people who make more should be taxed at a higher rate so the money gets channeled into federal programs that support people who need food stamps, welfare, and housing? Can't this system be privatized and people could give back to there local communities at there own free will rather than forcing people to pay for federal and state programs that they don't even get benefits from? For instance, if someone becomes disabled and can not work can't we have a privatized charity that supports people of that nature rather than big government handling it? Obviously they would have to qualify for it but I think it would make more sense than forcing people to pay into this system threw taxation.
