How do I get an account with Google Grand Central? I need a dependable virtual phone number!?

I am looking for a virtual phone number and would like to know where I can get one. I have been told to go to grand central but cant figure out how to sign up. I "reserved" a number weeks ago but have a feeling that's going nowhere. I need a virtual number that is compatible with my cell phone and I have spent hours searching and cant find much of anything. Vumber.com has exactly what I am looking for but they do not provide service in my area code. I have a skype number but it take 4 rings for the number to forward through to another phone, not many people will hold on for 6-8 rings so I would miss too many calls. Any ideas would be greatly appreciated!
