How tweens can kill time in DC for a birthday before dinner? We live there.?

You can go see a movie or just drive around in the limo (which is cool btw). I suggest just walking around in Georgetown and going into all the little stores off of M st. Go to Georgetown Cupcakes, the line really doesn't take as long as it looks and the cupcakes are delicious. Make a game out of it! For my friends 15th i took her to georgetown and we went into every restaurant just to order shirley temples :) I suggest something like that.
